Roms are games that you play with the emulator. These roms can be of classic games or new in store games that other 'pirates' ripped and shared on the internet.

Is it legal to use emulators?

Emulating a device itself is completely legal. You do run into legal issues when you start to head down the path of acquiring roms. Roms are typically illegal for anyone who does not own the original cartridge. The odds are pretty good that you do not own the cartridge if you are shopping around for emulators and such. So as it stands, emulating and downloading roms is definitely something illegal that you should only do to experiment, not as a practice.
